Shellcrete by SRQ Modern resurfaces pool decks in Bradenton from a yard in the same city, about six miles from City Hall. What decides a Bradenton deck before anyone picks a finish is which Bradenton it is in. A Bradenton address can sit inside the City of Bradenton or out in unincorporated Manatee County, and the two treat a deck differently on permits, and on flood rules where the lot is in a flood zone.

The topping itself, poured over the slab you have, is on the pool deck resurfacing page. This page is what changes with the address.

A city of 1980s pool houses

Of the City of Bradenton's 30,030 homes, the Census Bureau's 2020–2024 survey dates more to the 1980s than to any other decade, 6,830 of them, and the median home was built in 1983. Half the city went up between 1970 and 1999. So the deck behind a Bradenton pool house is usually the slab poured with it, and the first visit is about that slab: whether it is sound enough to take a topping, or has moved and needs dealing with first. Cracked pool deck: repair or resurface shows how we read the cracks.

Fewer than half of the city's homes are detached houses. In the condominium and villa communities the pool belongs to everyone, and a shared deck is a board's decision rather than an owner's, which is the work on the resorts and community decks page.

Inside the city limits: permitted work

The City of Bradenton's own permit sheets list a pool resurface permit as a type of its own, and they send residential pool permits through a flood-zone review. Patio and driveway slabs are zoning permits, reviewed by zoning and public works, with an impervious-area worksheet; a slab with footers is filed as a concrete permit instead. So a deck that grows, a wider surround or a new path to the gate, brings the impervious-area sums into the job.

Florida's new exemption for small non-structural work on single-family homes, in force from 1 July 2026, does not change that inside the city. Bradenton's guidance on it says the exemption does not apply to properties in a flood zone or to zoning permits, and it names driveways, patios and concrete. We price the permit into a city deck from the start.

Out in the county

Much of what people call Bradenton, including Cortez and West Bradenton along Riverview Boulevard, is unincorporated Manatee County. The County's own handout on what needs a permit lists non-structural concrete or paver patios among the work that does not, and a concrete slab with footers among the work that does. Rescreening an existing pool cage needs a licensed contractor but no permit; a new screen room needs one. Handouts age, so we confirm the answer with the County for each address before the quote is final.

Flood zones, street by street

The flood map changes from one street to the next here. On FEMA's map a house on Cortez Road West sits in Zone AE, a coastal floodplain with a base flood elevation of nine feet, while a house on the bluff along Riverview Boulevard sits in Zone X, an area of minimal flood hazard. The City will tell you your zone at no cost, and it is the first thing worth knowing about an older house near the water.

It matters because of the 50% rule. Both the City and the County count the cost of work on a flood-zone building against half of the building's market value, and the County adds it up over a rolling year. Both lists leave swimming pools and pool enclosures out of that count as outside improvements, and both count attached decks and concrete slabs in. Neither names a pool deck in those words, so on a flood-zone house we put the deck on a line of its own in the paperwork and let the building office decide which column it belongs in.

The pool barrier at the edge of the deck

Florida's pool safety law wants a barrier at least four feet high on the outside, with no gap a young child could crawl under, and gates that open outward and close and latch by themselves. A topping raises the deck where it meets the screen door, the cage wall and the fence. Raise it, and the gap under a gate shrinks while the height of the barrier, measured from the new surface, drops; a door that now drags on the deck may stop closing and latching on its own.

So the edges are measured before the pour and tested after it. Where a gate swings over the deck, the finish there is kept to what lets it close, and the honed finish sits flattest under a door.

Six miles from the yard

Our yard and showroom are on 14th Street West, about six miles from Bradenton City Hall. That is about twelve minutes by road, close enough to stand on the sample boards barefoot before you choose. For the front of the house, Shellcrete in Bradenton covers driveways and the older slabs west of the river.

Pool decks questions we get in Bradenton

Do I need a permit to resurface a pool deck in Bradenton?

It depends which Bradenton. Inside the City of Bradenton, pool resurfacing is its own permit type, patio and concrete slabs are zoning permits, and the state's new small-job exemption does not reach zoning permits or flood-zone lots there. In unincorporated Manatee County, the County's handout lists non-structural patios as needing no permit and a slab with footers as needing one. We check the address with the right office before the quote is final.

Does a new pool deck count toward the 50% rule on an older house?

Not as a pool. The City of Bradenton and Manatee County both leave swimming pools and pool enclosures out of the 50% count as outside improvements, while attached decks and concrete slabs are counted, and the County adds work up over a year. Neither list names a pool deck outright, so we keep the deck on its own line in the paperwork and the building office decides where it falls.

Will resurfacing the deck affect my screen door or pool gate?

It can, and it is measured for. A topping raises the deck where it meets the cage door and the fence, which shrinks the gap under a gate and lowers the barrier's height measured from the new surface. Florida's pool law wants the barrier four feet high on the outside and gates that close and latch by themselves, so every gate is tested once the deck is down.
