Shellcrete by SRQ Modern is poured on site in Naples by our own crews, and what shapes a pool deck here before anyone picks a finish is who has to approve it. A Naples address can sit inside the City of Naples or out in unincorporated Collier County, under a property owners' association or a foundation with its own design review, and each of them reads a deck differently.

Where they mostly agree is size. A topping poured over the slab you already have leaves the footprint exactly where it was, and both the city's stormwater rules and Pelican Bay's design review treat that as the smaller job. A deck that grows is a separate conversation, and it belongs before the drawing rather than after it.

Since the deck next door is likely travertine, the comparison people here ask for is Shellcrete next to travertine, honestly, including where the stone wins.

Where we work

Port Royal, Aqualane Shores, Old Naples, Royal Harbor, Coquina Sands, The Moorings and Park Shore inside the city limits, and, to the north, Pelican Bay and Vanderbilt Beach in unincorporated Collier County.

Resurfacing in place, or making the deck bigger

Inside the City of Naples, a pool deck, a patio and a driveway all count as impervious area, and the city's stormwater handbook treats adding more than 250 square feet of it to an existing home as redevelopment, which needs a stormwater management system. It arrives sooner than people expect: a four-foot strip along sixty-five feet of deck is 260 square feet.

In Pelican Bay and Vanderbilt Beach the county wants a stormwater plan with any building permit on a house lot that adds or changes impervious area, and its list counts concrete, spray-on cool deck and pavers on a limerock base.

A topping over the existing slab adds nothing to either count. If you want more, a wider deck or a patio run out to the dock, say so at the start so drainage is settled before the finish.

How high a deck can sit beside a raised house

Ian's surge reached 6.18 feet above the average high-tide line at the Naples Pier gauge before its record cut off, and most of Collier County south and west of US 41 flooded. By mid-October 2022 the city had counted 708 buildings with major damage, and its building director said most of the newer homes had stayed dry.

So neighbourhoods like Aqualane Shores have been rebuilding since: older ground-level houses down, raised ones up.

The deck does not rise with them. Inside the city, a residential pool deck outside the house's building envelope generally cannot sit more than 30 inches above the crown of the road, or 36 inches in Port Royal's R1-15A district. On a raised house the deck usually becomes a level of its own, with steps up to the living floor, and its height, falls and drains are fixed on the permit drawings. On a new build it goes in after the pool shell, on the pool builder's calendar.

Pelican Bay, Port Royal and who signs off

The Pelican Bay Foundation lists a pool deck change inside the existing footprint as a minor exterior project: no design review fee, but specs and materials go with the application, plus a neighbourhood association's signature where one is required.

Port Royal has its own zoning district in the city code and an architectural committee at its property owners' association, and the city's permit checklist tells applicants to check the lot's deed restrictions because association approval may be required.

On the Gulf-front lots along Gordon Drive and Gulf Shore Boulevard there is one more layer: new construction or fill seaward of the state's Coastal Construction Control Line needs the city's own coastal setback permit, and may need the state's approval first.

A shell surface is newer to committees that know travertine and pavers, so what goes to them is a real sample in your base colour and finish, not a photograph.

Beside the travertine next door

Local pool builders call travertine the most common deck on Naples estate builds, and it earns the place: real stone, pale, and replaceable a piece at a time.

Two of its habits matter more on the Gulf side of town, where sand comes back from the beach on everyone's feet. Unfilled travertine is full of open holes, and the filler in the filled kind tends to pop out after a few hot summers, leaving pockets for sand and sunscreen. It is also a limestone, which pool chemistry and a spilled drink can etch. A poured shell surface has no voids by design, and its binder is cement.

If there is stone at the front door and the deck should belong with it, a pale base colour in a honed finish is the quiet partner. Exposed shell is the more obviously coastal choice, and the one with more grip at the pool steps.

What two hours down I-75 means for a pour

Our yard is in Bradenton, about 125 miles up I-75, a little over two hours on a clear run. Shellcrete is mixed on site and has a working time, so the pour is a fixed morning that a crew cannot slide back an hour from there.

From late May to mid-October, the National Weather Service's median span of South Florida's rainy season, afternoon storms set the terms: the pour is set against the forecast, and the cure is controlled from the first hour.

The cure needs nobody standing over it: concrete gains strength by staying damp, so the deck is kept covered or wet and left alone. What the first month looks like, white bloom and all, is written down so nobody has to guess.

You have a named project manager from the first call, and the pour is photographed at each stage, so a deck two hours from our yard is documented rather than taken on trust. The sealer goes on last, once the surface has given up its moisture.

Questions we get in Naples

Do I need Pelican Bay Foundation approval to resurface my pool deck?

Yes. The Pelican Bay Foundation treats a pool deck change within the existing footprint as a minor exterior project, so there is no design review fee, but the application has to carry the specs and materials. If your neighbourhood association must approve too, its board president or architectural committee chair signs the same form. A larger deck is a different application. We supply the material and finish details the form asks for, and a sample for the committee to handle.

Will a bigger pool deck trigger stormwater rules in the City of Naples?

It can. On an existing home inside the city, adding more than 250 square feet of impervious area is treated as redevelopment, which brings a stormwater management system with it, and pool decks, patios and driveways all count. Resurfacing over the existing slab adds nothing to that total. In Pelican Bay or Vanderbilt Beach you are in unincorporated Collier County instead, where a building permit that adds or changes impervious area on a house lot has to include a stormwater plan.

We rebuilt higher after Ian. Can the pool deck come up to the new floor?

Often not all the way. Inside the City of Naples, a residential pool deck outside the house's building envelope generally cannot sit more than 30 inches above the crown of the road, or 36 in Port Royal's R1-15A district, so on a raised house the deck usually becomes its own level with steps up to the living floor. Settle that on the drawings with your architect and pool builder before the pool shell is built, because the deck is poured around it.
