Decorative concrete driveways in Naples

Loose shell is barred from the street here; a bound shell surface is a design the City reviews.

Shellcrete by SRQ Modern pours decorative concrete driveways in Naples, and the City's own code draws the line we work to. Loose gravel, rocks, shell and ornamental stone are not allowed in the right-of-way. Architectural pavers and similar surface treatments are, after the City has reviewed the design for safety, maintenance and the look of the street. A shell finish bound into concrete sits on the allowed side of that line, subject to the same review.

Our yard is about 124 miles north, so a Naples driveway is planned as one job for the whole frontage. How the slab is built and jointed is on the Shellcrete driveways page; what follows is what the City of Naples asks at the street.

A permit from Streets and Stormwater

Building a new driveway, or altering an existing one, in the City needs a right-of-way construction permit from the Streets and Stormwater Department. For a single-family house where an existing drive is being resurfaced or rebuilt, the application is short: a sketch of the lot and the drive, the materials, the distances on the City's own drawing, the valley gutter or swale, and the contractor's notarized signature. A new connection normally needs site plans sealed by a Florida engineer, which the director can waive.

The permit is a licence to use public land, not a property right, and a drive may not run into side or rear easements without permission. If the frontage road belongs to Collier County rather than the City, a County permit goes in with the site plan as well. The City's design review board does not look at single-family homes, so where a design is reviewed at all, it is by your association.

What the City wants in the apron

The code sets the apron's concrete: 3,000 psi at twenty-eight days, at least four inches thick for a single-family drive, with welded wire fabric in every slab. An expansion joint runs along the right-of-way line and wherever the drive meets the gutter, kerb or sidewalk, and no slab between joints may be longer than eight feet. On a wide street the paved apron reaches the property line, or at least twenty-five feet from the edge of the road where the right-of-way is more than sixty feet wide, and it meets the road flush.

That changes the layout more than the finish. The joint pattern of a decorative apron is drawn to the eight-foot rule, and the City inspects the base, the forms, the mesh and the joints before the pour, so the inspection goes in the schedule rather than around it. If City work later cuts a paving-block apron, the code has the City put back like materials; for any other surface the upkeep is the owner's.

Swales and the pipe under the drive

Much of Naples drains to grassed swales beside the road, and where the City requires a swale or a culvert for a driveway, the applicant designs it: the survey, the grades staked out during construction and the final plans signed and sealed by a Florida engineer. Open-ended culverts are not allowed; the ends are standard FDOT mitred sections or drainage inlets. The right-of-way is graded three inches below the design swale so sod can go back.

So replacing a drive over an old open-ended pipe means new ends on it, and the dip of the apron through the swale is an engineered grade rather than an eyeballed one. We bring the engineer in before the quote is final.

Port Royal and the gated drive

Port Royal's zoning district sets its own driveway rules, with no administrative waivers. A lot may have two main driveways. Without a gate their width is not limited; with one gated drive, the drive is limited to twenty feet at the gate opening. For a long motor court behind a gate, the width that matters is the opening, and the rest of the court is drawn to the house.

Street trees and shell in the front yard

The City's street trees are protected. A permit to alter one for vehicle access is granted only where no other alternative exists, and work that encroaches on a historic or canopy tree needs a plan from an ISA certified arborist. During the work its root zone is fenced with post-and-rail barriers painted forest green, roots are cut only by a certified arborist, and nothing is stored, and no concrete is washed out, under the canopy.

On a new single-family house, loose rock, stone, shell or gravel may cover no more than a tenth of the front yard outside planting beds, and driveways are left out of that count. A shell look poured as the driveway is outside the limit; loose shell beds beside it are not.

A long drive, planned once

From our yard to Naples City Hall is about 124 miles, between two and two and a half hours by I-75. The sample boards of the three finishes are in Bradenton, and a drive this close to the Gulf is usually sealed; sealing a shell deck covers which sealers keep the texture.

Behind the house, pool deck resurfacing in Naples covers Pelican Bay's review and decks beside raised houses.

Driveways questions we get in Naples

Can a shell driveway run to the street in Naples?

Loose shell cannot: the City does not allow loose gravel, rocks, shell or ornamental stone in the right-of-way. A decorative surface bound into the drive is the kind of surface treatment the code allows after the City reviews the design, poured to the City's apron specification, with joints no more than eight feet apart and an expansion joint at the property line.

Do I need a permit to replace my driveway in Naples?

Inside the City, yes: a right-of-way construction permit from Streets and Stormwater. Resurfacing or rebuilding a single-family drive uses a short application with a sketch, the materials and the contractor's notarized signature; a new connection normally needs sealed engineer's plans. A drive onto a Collier County road also needs the County's permit.

How wide can a Port Royal driveway be?

Port Royal allows two main driveways per lot. With no gate, their width is not limited; with one gated drive, it is twenty feet at the gate opening, and the district's rules allow no administrative waivers. The exposed shell finish gives the most grip where a long drive slopes toward the street.
