Venice, FL concrete driveways and aprons

Concrete is the City's default, the apron is drawn to its details, and the pipe under it is yours.

Shellcrete by SRQ Modern pours driveways in Venice, about thirty miles south of our yard. A Venice driveway starts from a rule most towns do not write down: the City's standard details say a residential driveway is built in concrete unless the City Engineer approves something else. A poured shell finish is concrete, so it begins on the right side of that line.

What decides the rest is the strip between your property line and the road, and which authority owns it. On the island and inside the city limits it is the City of Venice; in Venice Gardens, South Venice and Nokomis it is Sarasota County. The slab itself is on the Shellcrete driveways page; this is the part that changes at a Venice kerb.

Built to the City's details, or licensed

Venice's code says a new concrete driveway follows the City's engineering standard details, and the detail for a home draws a six-inch drive in 3,000 psi concrete with fibre reinforcement. A driveway in the right-of-way that does not meet those details needs a right-of-way use authorization and a license agreement. The agreement is approved by the City Manager's office, signed by the mayor, recorded with the clerk of court and runs with the land, and the City may ask for a bond of 125 percent of the work in the right-of-way.

The same code puts the cost of removing, replacing or restoring anything in the right-of-way on the owner of the property beside it. So a decorative apron past the property line is a recorded obligation that passes to whoever buys the house next, and pays if a utility ever cuts through it. We draw the shell finish to the property line and the City's apron beyond it, unless you want the license route and know what it carries. Pavers in the right-of-way take the same route, and Shellcrete against pavers compares the two on the lot itself.

The sidewalk band and the ramp

Where a sidewalk is in place, every new driveway in Venice includes a concrete ramp from the edge of the street to the sidewalk, and the sidewalk through the drive is built to the City's concrete detail. Where there is no sidewalk yet, a new driveway has to include a concrete sidewalk section anyway. So a Venice driveway always carries a plain concrete band across it at the right-of-way, even on a street where nobody walks, and the shell finish stops at its edge.

Water meters are the other detail at the front of the lot. The City wants a meter box within five feet of a driveway to be traffic-rated, tries to keep meters out of paved areas, and leaves the owner to restore any specialty surface around one. Widening a drive toward the meter can mean a new box first.

Width, setbacks and how many openings

A driveway entrance in Venice is at least twelve feet wide at the kerb, and a residential drive is no more than twenty-four feet wide at the property line unless the City allows a design alternative. No part of it may come within five feet of a side property line, or one foot on a lot fifty feet wide or narrower, within forty feet of an intersection, or within ten feet of the next driveway. A lot with less than eighty feet of frontage gets one opening, or a marked in-and-out pair, so a horseshoe drive needs the frontage or the signs.

On a corner lot the drive goes on the lesser street, and apart from the driveway itself the strip between the road and the property line cannot be used for parking or turning. One rule works in your favour: Venice does not count driveways toward lot coverage, so a wider drive on the lot does not eat into the house's allowance.

Swales, culverts and the pipe under the drive

On a street with no kerb, a paved Venice driveway has to dip for a swale about ten feet from the road, and the pipe under it is set by the City Engineer's office: twelve inches across at the least, inspected before it is backfilled, and in before any other work on the lot. The swale may not be piped further than the entrance needs without the Engineer's written approval. The owner who put in a driveway culvert maintains it, so a silted or crushed pipe under an old drive is found and fixed when the drive is replaced, not after.

In Venice Gardens, South Venice and Nokomis the County runs the same crossing differently. A home driveway over an open swale needs a County culvert permit, and the County surveys the line and grade and sets the size and elevation of the pipe. Replacing an existing apron counts as work in the right-of-way, a street tree in the way needs a County tree permit, and the owner, not the County, maintains the culvert and the entrance. A failing pipe brings a notice to repair it.

Forty-four minutes from the yard

Our yard is on 14th Street West in Bradenton, about thirty miles from Venice City Hall, some forty-four minutes by I-75 in light traffic. Inside the city, the right-of-way has to be put back within seven days of being opened unless the City Engineer agrees otherwise in writing, so we break out an old apron only when the new one can follow straight behind it. Behind the house, pool decks in Venice covers the old decks under cages and the city's site rules.

Driveways questions we get in Venice

Can a decorative driveway run all the way to the street in Venice?

Inside the city, only through a license agreement. A driveway in the right-of-way that departs from the City's standard concrete details needs a right-of-way use authorization and a recorded license agreement that runs with the land, and the owner carries the cost of restoring it if it is ever cut. Most people keep the shell finish on their own lot and let the City's plain apron and sidewalk band meet the road.

Who looks after the pipe under my driveway in Venice Gardens?

You do. In unincorporated Sarasota County the owner maintains a driveway culvert, the driveway entrance and the sidewalk put in the right-of-way, and the County can serve notice to repair one that is failing. A replacement drive needs a County culvert permit, and the County sets the pipe's size and grade, so a new driveway is the right time to replace an old pipe.

How wide can my driveway be in the City of Venice?

At least twelve feet at the kerb and no more than twenty-four at the property line, unless the City allows a design alternative. It keeps five feet off the side line, one foot on a lot fifty feet wide or less, and lots under eighty feet of frontage get one opening. Exposed shell is the finish with the most grip where the drive slopes down to the street.
